Oday I came across the DESI, acronym forDigital Economy and Society Index. This index is aimed at evaluating a series of digital performance indicators of EU countries and monitors their progress. The indicators are:
- connectivity
- human capital;
- use of the internet;
- integration of digital technologies;
- digital public services.
Italy from 2015 to today has been firmly in fourth-to-last place in this ranking, ahead of Romania and Greece and behind Poland and Cyprus.

And’ interesting to note that in the first 10 positions there are always countries in which investments in research and development are extremely high, as reported in the UNESCO report R&D?" These same countries are also the ones whose startups receive the greatest number of investments.
By delving into the individual indicators, it is possible to see that, for 2019 only, Italy is:
- al 12° place for Connectivity;
- al 27° place for Human Capital;
- al 27° place for Use of internet services;
- al 24° place for Integration of digital technology;
- as of 20° place for Digital public services.
e-Gov, the use of internet services and digitalisation are the most they make me think since:
A recent research carried out in addition of 30 countries demonstrated that digitalization — understood as an administrative model based on the services to be offered to citizens — is linked to very significant parameters in economic and employment terms. Yes it is given that the increase of one percentage point
of digitalisation reflects both a 0.5% increase in GDP and a 1.9% increase in the number of international transactions. Furthermore, a 10% increase in digitalisation has very positive repercussions on a social level, since it guide towards a reduction in the unemployment rate
by 0.86%. In any territorial context it is therefore, starting from the data just reported, the broad strategic importance of a balanced development of digitalisation interventions is evident.

They also make me think because it is for my activity at work I often find myself interfacing with the PA.
In light of this I wonder why marvel at the fact that in Italy it is much more difficult compared to the rest of the world to do Startups? Why be amazed at the fact that the bureaucracy, with which any promoter of a business of business is forced to clash, does it fully reflect the technological deficit found in the Italian Public Administration? Why wonder that critical assets like public data repositories are often unreachable?
In fact, I ask myself these questions first.
